Incubation Academy Resource Hub

The Incubation Academy Resource Hub is a public, open-access digital platform designed to support community-based organizations across LA County. The Hub centralizes training, funding opportunities, events, and practical tools into a single, easy-to-navigate system.

Rather than approaching this as a traditional website, RIPE designed the Hub as digital infrastructure: flexible, scalable, and built to evolve alongside JCOD’s programs and the organizations it serves.

THE RIPE STUFF

The Challenge

JCOD supports hundreds of community-based organizations (CBOs) serving justice-involved individuals and families across Los Angeles County. Through its Justice Incubator and Incubation Academy, JCOD provides training, publications, events, and funding guidance, but those resources were previously distributed across multiple channels and formats.

The challenge wasn’t simply “build a website.” JCOD needed:

  • A single, public, open-access hub for training, tools, and opportunities
  • A platform that could scale to hundreds of organizations
  • A system that staff could maintain and evolve without technical bottlenecks
  • A solution that could move quickly despite the operational constraints typical of county-hosted systems

In short, the goal was to transform institutional knowledge into a living, usable resource system.

Our Approach

From the outset, RIPE framed this as a systems design problem, not a design exercise.

Designing for Agility Inside Government Constraints

Rather than hosting on County servers—where updates and fixes require lengthy ISD workflows—we recommended external WordPress hosting to enable faster iteration, easier maintenance, and more responsive updates based on user feedback

This decision allowed the Hub to evolve alongside programs, policies, and community needs without sacrificing security or stability.

Open Access by Design

The Hub was intentionally built with no login requirements, removing friction for CBOs seeking information. Equity, accessibility, and reach guided every UX decision.

A Modular, Scalable Content System

We structured the platform around distinct but interconnected resource types:

  • Training videos and publications
  • Downloadable templates and forms
  • A public events calendar
  • A searchable service directory sourced from external data
  • A growing list of funding and contract opportunities

Visually, the Hub aligns with the JCOD brand while maintaining its own identity as a practical, working resource, distinct from a traditional marketing site.

The Outcome

Most importantly, the Hub shifts the role of the website from information display to capacity-building infrastructure.

Why This Matters

Many government and nonprofit websites struggle because they’re treated as static deliverables. This project demonstrates a different model:
